Even in a weak draft, there's a gulf in value between the third pick and the 19th pick. If the Raptors wanted to trade into the top-5, it would cost them.

Would they be interested? It depends on this organization's goals. If the Raptors are taking an especially long view, they won't like this deal. They'll prefer to hang onto their future capital. Who knows? This pick could land in the top-5.

On the other hand, the Raptors may be looking to expedite the rebuilding process. If so, landing a blue chipper now may be a tempting proposition. The Raptors could use this pick to land Scottie Barnes' co-star of the future.

As for the Rockets, they could target someone like Kel'el Ware, Tristan da Silva, or Isaiah Collier with this pick. None of those guys are as well-regarded as the players in the top 3 - that's why they'd likely be available at 19. Still, picking up a future unprotected first and still adding an intriguing young player would be a win for this organization on draft night.
