Osman won't be a placeholder like Covington. If the Rockets signed him, it would be to play him. With that said, they likely won't mind putting him in the game.
Osman is the type of player who can play alongside anyone. He's a capable shooter and a serviceable defender. He'll aid this team's developmental goals and help them win now.
Osman may have some pre-existing chemistry with Alperen Sengun as well. They've shared the floor together with the Turkish national team.
That chemistry should help the Rockets continue to improve.
